I closed the Taskpad in Manager. How can I get it back without restarting Manager?

Click on the top menu option called Window and select View Taskpad.

Taskpad contains the most common menu selections you'll use on a day-to-day basis. Once you are accustomed to using Manager, you can opt for the drop-down menus or shortcut icons instead.
